Statement of Issue:
On March 28, 2023, bids were opened for the construction of fiber optic communications to the Oak View Community Center located at the intersection of Oak Lane and Mandrell Drive. City Council action is requested to award the construction contract to International Line Builders, Inc., the lowest responsive and responsible bidder.

Financial Impact:
The engineer's cost estimate for this project is $304,000. Funds in the amount of $292,596 are budgeted in the Infrastructure Fund business unit 31440005. The remaining funds of $11,404 are budgeted in Water Fund business unit 50685201.

Recommended Action:

A) Accept the lowest responsive and responsible bid submitted by International Line Builders, Inc. in the amount of $250,656.00; and,

B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney; and

C) Authorize the Director of Public Works to execute change orders not to exceed a total of 15 percent of the construction contract, or $37,598.
