Statement of Issue:
On May 3, 2022, bids were received for Gothard Restroom Improvements Project CC-1628. City Council action is requested to award the construction contract to Horizons Construction Company (Horizons), the lowest responsive and responsible bidder.

Financial Impact:
Horizon's bid is in the amount of $470,219, and sufficient funds for this project are budgeted within the FY 21/22 Capital Improvement Program (CIP). The recommended action advances $640,751.95 of approved funds from account 22645010.82900 ($402,555), 22845028.82900 ($168,496), and 31440001.82900 ($69,701) to fund the project. This funding includes Horizon's construction contract bid amount, construction management and inspection, supplementals, and fifteen percent (15%) construction contingency.

Recommended Action:

A) Accept the lowest responsive and responsible bid submitted by Horizons Construction Company in the amount of $470,219.00; and,

B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney; and,

C) Authorize the Director of Public Works to execute change orders not to exceed a total of 15%.
