Statement of Issue:
On February 18, 2014, the City Council approved the execution of a Cooperative Agreement with the Orange County Transportation Authority (OCTA) for a signal coordination project along Adams Avenue. The expiration date on this agreement was December 31, 2018. As OCTA has not completed the project, Amendment No. 1 will extend the term of the agreement until May 31, 2019. Funding is also requested to meet the City's matching funds obligations.

Financial Impact:
At the time of the execution of the Cooperative Agreement on February 18, 2014, funds in the amount of $181,495 were available in the Air Quality Management District (AQMD) fund (account 20190011.82700) for the City's share of the project. The City has remitted $142,227 to date to OCTA, leaving a balance of $39,268. To adequately provide for the remaining $39,268 in matching funds, an appropriation in the amount of $30,000 is being requested from the AQMD (201) Undesignated Fund Balance to account 20190011.82700. The balance of $9,268 will be comprised of in-kind services, including staff time spent on the project.
