Statement of Issue:

Plans and specifications for the PD Communications Center Renovation Project are in final preparation.

 

Funding Source:

Funds are available in the PD Development Fund account 22770103.82200 and Infrastructure Fund accounts 31487004.82200 and 31440006.82200.

 

Recommended Action:

Motion to approve the PD Communications Center Renovation Project, CC-1677, is in general conformance with the previously approved Capital Improvement Program.

Alternative Action(s):

1.                     Defer the project to future fiscal year for execution.

2.                     Decrease the scope of the renovation and execute a portion of the project.

 

Analysis:

The existing Police Department communications center and lower level support offices were designed and constructed in 1971.  The communications area houses ten positions assigned to 911 telephone and PD radio dispatch operations. While currently functional, the communications center needs to expand to fourteen positions in order to support modern policing needs, as well as the multiple special events that occur in Huntington Beach each year.  Dispatcher work stations are in disrepair and no longer supported by the manufacturer. Data network, electrical, HVAC and carpet are reaching end of life and require modernization. The adjacent support group offices, including the Watch Commander, Sergeant’s Office, Report Writing, Property Supervisor, Drone Office, and Communication Supervisor Offices, will be repositioned and renovated due to the expanded communications center. 

 

The new communications center and adjacent support group offices will be upgraded with steel-studded drywall, as well as updated data networking systems, electrical, HVAC, lighting, carpet tile, and ceiling tile.

 

During construction, the communications center will be relocated offsite to the former dispatch center at the Gothard Fire Joint Powers Authority training center.  This temporary center will be retrofitted to accommodate 911 operations during the construction period, and will serve as a future back-up center after the renovated center is completed.

 

The engineer’s estimate for this project is $2,127,000.
