Statement of Issue:
The proposed General Plan Amendment No. 2021-003 would update the City's Housing Element for the sixth planning period covering 2021-2029 regarding the regional housing need allocation (RHNA) of 13,368 units. The associated requests implement the program actions identified in Section 4: Housing Plan of the Housing Element to accommodate a majority of the City's RHNA by applying residential overlays on the sites identified in the Housing Element.
