Statement of Issue:

On November 17, 2017, the City Council approved the execution of a Cooperative Agreement with the Orange County Transportation Authority (OCTA) for a traffic signal coordination project along Magnolia Street.  The expiration date on the agreement is June 30, 2023.  OCTA has continuing monitoring efforts to complete as part of the project.  Amendment No. 1 will extend the term of the agreement until June 30, 2025 to allow for completion of these efforts at no additional cost to the City.

 

Financial Impact:

No further appropriations are requested with this action.  With the approval of the Cooperative Agreement on November 17, 2017, the City Council originally appropriated $199,789 to Air Quality Management District (AQMD) fund account 20190013.82700 for the City’s share of the project costs.  These costs have since been revised to $146,401 and transferred to Prop 42 fund account 21990429.82700.

Alternative Action(s):

Do not authorize approval of the Amendment to the Cooperative Agreement and provide direction to staff to amend the terms of the agreement.  Without approval of the amendment, this project will terminate on June 30, 2023, and the City will lose access to OCTA’s traffic signal timing support for this corridor.

 

Analysis:

On November 6, 2017, the City Council approved a Cooperative Agreement with the Orange County Transportation Authority (OCTA) to participate in the Magnolia Street Regional Traffic Signal Synchronization Project.  This project provided operational and infrastructure improvements along Magnolia Street from Fullerton to Huntington Beach.  The construction and signal timing activities are complete and the project is currently in the operation and maintenance phase.  Normally, the City would be responsible for monitoring the performance of the traffic signal operations and submit periodic reports on the system performance.  At OCTA’s request, the City has authorized a consultant under OCTA’s supervision to deploy electronic monitoring systems along the corridor to test new technology for system performance monitoring.  Manual performance monitoring is also being conducted as part of the test for comparison of the results.  Due to a delay in the initial deployment of the electronic monitoring, the effort remains on-going and not complete, necessitating the need to extend the term of the agreement.  OCTA has submitted to the City for approval, Amendment No. 1 to the Cooperative Agreement, which will extend the existing agreement until June 30, 2025.  No additional costs or staff time are needed as part of the requested extension.

Any environmental analysis will be processed by OCTA.
