Glen Mar Frontage Road Improvements, CC-1688.

Statement of Issue:
Plans and specifications for the renovation and beautification of the Glen Mar development frontage road are completed and advertised bids were received in December 2022. Staff is seeking support to award the project to the lowest bidder.
Funding Source:
The engineer’s cost estimate for full scope of this project is $792,000. Funds in the amount of $500,000 are budgeted in the Infrastructure Account Number 31440005.82800. Due to the funding shortfall the project was bid with alternatives and will construct only those improvements that can be accommodated within budget.

Motion to approve the project for Glen Mar Frontage Road Improvements, CC-1688, and find that this project is in general conformance with the approved FY2021/22 Capital Improvement Program (CIP).

Recommend changes to the project.
Analysis:
The Huntington Beach community and Glen Mar tract residents have raised concern about the condition and safety of the existing Glen Mar tract frontage road landscape and frontage fence structure. Public Works staff have made some limited initial repairs.
This project will continue repairs and improvements per the existing design. The need for these improvements align with the City’s Arterial Beautification Policy.
