Statement of Issue:

The City Council is asked to approve four reappointments to the Harbour Commission to fill four vacancies that will occur on December 31, 2022.

 

Financial Impact:

There is no fiscal impact to the proposed reappointments.

 

Recommended Action:

A)  Approve the reappointment of William Larkin as a Member of the Harbour Commission through December 31, 2026; and,

 

B)  Approve the reappointment of Kimberley Milligan as a Member of the Harbour Commission through December 31, 2026; and,

 

C)  Approve the reappointment of Chris Nielsen as a Member of the Harbour Commission through December 31, 2026; and,

 

D)  Approve the reappointment of Craig Schauppner as a Member of the Harbour Commission through December 31, 2026.

Alternative Action(s):

Do not approve the reappointments to the Harbour Commission, and direct staff accordingly.  An alternate action may include publicly advertising the vacancies to solicit and consider new applicants with the existing members seeking reappointment.  Depending on the speed in which all applicants can be considered, this may delay the filling of vacancies by December 31, 2022.

 

Analysis:

The Harbour Commission is a seven member advisory board to the City Council in matters pertaining to the Huntington Harbour, its beaches, facilities, and parks. The Commission advises on issues concerning waterway safety, general harbor infrastructure, water quality, usage and Municipal Code amendments.  The Harbour Commission also cooperates with other governmental agencies and civic groups in the advancement of the Huntington Harbour and recreational planning under the direction of the City Council.

 

The terms of four Harbour Commissioners, William Larkin, Kimberley Milligan, Chris Nielsen and Craig Schauppner will expire on December 31, 2022.  They have requested re-appointment for an additional four year term, and City Council Liaisons to the Harbour Commission, Mayor Pro Tem Mike Posey and Councilmember Erik Peterson, have recommended their reappointment through December 31, 2026.  Their applications are attached, along with an updated Harbor Commission roster.
