Statement of Issue:

Staff requests City Council authorization to reallocate $350,000 of HB Recovery funds towards the unscheduled replacement of Hope View Park’s playground equipment and rubberized surfacing.  A recent inspection determined that the equipment must be replaced due to corrosion-related damage.  Currently, those funds are budgeted for the World Skatepark Development Planning Project, which is on hold.

 

Financial Impact:

If approved, $350,000 of HB Recovery funds will be reallocated to the Hope View Park playground improvement project.  No additional appropriation is required to complete the improvements.

Analysis:

A recent inspection by the Public Works Department determined that playground equipment at Hope View Park (6371 Armada Drive) must be removed due to coating delamination and heavy metal loss at the base of the structure’s posts concealed beneath grade. Due to this unexpected need for improvements as well as the community’s frequent usage of the playground equipment, staff is requesting $350,000 of HB Recovery funds be reallocated from the World Skate Skatepark Development Planning Project to Hope View Park, so that the replacement project may be completed this fiscal year.  The anticipated project completion date is Spring 2023. 

 

Due to Hope View Park’s adjacency to Hope View Elementary, the playground is a very popular site for nearby students and families.  As such, there is an urgency to make necessary repairs and replacements to continue serving the surrounding community.  In contrast, the Skatepark project remains in its initial phases pending further discussions with potential project partners; should the project move forward, there may be opportunities to request funding during a future budget cycle or from outside funding sources.  If the reallocation is approved, approximately $400,000 of HB Recovery funds will remain budgeted in the World Skate Skatepark project.
