Statement of Issue:

City Council formed the Jet Noise Commission (JNC) on November 5, 2018 via Ordinance No. 4168, and appointed seven members to the newly established Commission with terms to expire on 12/31/2022.  All seven Commissioners remain in good standing and seek reappointment for an additional term.

 

Financial Impact:

Recommended Action:

A)  Approve the reappointment of Keith Bohr, Phil Burtis, and Mario Tabernig to the Jet Noise Commission as approved by Council Liaisons, Barbara Delgleize and Rhonda Bolton, with terms set to expire on December 31, 2024; and/or,

 

B)  Approve the reappointment of Jeff Morin, Chris Kunze, Michael Bourgeault, and David Porter to the Jet Noise Commission as approved by Council Liaisons, Barbara Delgleize and Rhonda Bolton, with terms set to expire on December 31, 2026.

Alternative Action(s):

Do not approve one or more reappointments, and direct staff accordingly.

 

Analysis:

Born out of the Air Traffic Noise Working Group, the JNC was established in 2018 to proactively address the increased aviation noise over the Huntington Beach community through a collaborative approach with airports, airlines, and the FAA.

 

In an effort to fill the seven seats on this newly created Commission, the City advertised the openings and received 14 applications.  At that time, Council Liaisons Patrick Brenden and Barbara Delgleize interviewed the applicants and recommended seven individuals to fill those positions, based on their expertise and/or interest, for a 4-year term ending December 31, 2022.  Their complete applications are attached.

All seven members remain in good standing with the JNC and expressed their desire to continue serving for an additional term.  Based on their contribution to the JNC, Council Liaisons Barbara Delgleize and Rhonda Bolton have recommended their reappointment.

 

Per Municipal Code 2.100.065 (Duration of Terms), terms must be staggered, so that there remains a two year gap between the term ending dates for the majority (4) and minority (3) of Commissioners.  As such, the terms of the reappointed Commissioner were staggered to end either in December 2024 or December 2026.
