Statement of Issue:

On May 26, 2022, bids were publicly opened for the FY 21/22 Arterial Rehabilitation Project. City Council action is requested to award the construction contract to All American Asphalt, the lowest responsive and responsible bidder.

 

Financial Impact:

Funds for this project in the amount of $5,020,000 are available in the Capital Improvement Program (CIP) budget The cost for the project including contingency is estimated at $6,614,880.  Funding to undertake the project (design, construction, etc.) is recommended as follows:

Recommended Action:

A)  Accept the lowest responsive and responsible bid submitted by All American Asphalt in the amount of $5,945,346.20; and,

 

B)  Appropriate $1,400,000 from the Measure M Fund to account 21390032.82300; and,

 

C)  Appropriate $194,880 from the Prop 42 Fund to account 21990008.82300; and,

 

D)  Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Reject all bids, and provide staff with direction.

 

Analysis:

This project will rehabilitate approximately 2 miles of arterial streets. The streets included within the project include:

                     Brookhurst Street:  Yorktown to Adams

                     Adams Avenue:  Lake to Main

                     Newland Street:  Talbert to Slater

                     Springdale Street:  Warner to Slater

                     Warner Avenue:  Algonquin to Brightwater

 

All streets will have new pavement, utilities adjusted to grade, traffic loops and striping. Improvements also include limited replacement of concrete curb, gutter, sidewalk, driveway approaches, access ramps, and trees.  The five street segments have been chosen per the Pavement Management Plan and have average Pavement Condition Indexes (PCIs) between 37 (Very Poor) to 75 (Good), warranting rehabilitation.

 

This project uses a sustainable paving material, Rubberized Asphalt Concrete (RAC), which contains crumb rubber derived from 100% California waste tire rubber. A 2-inch layer of RAC includes over 2,000 waste tires per lane mile. This project will divert approximately 20,000 waste tires that would otherwise end up in a landfill. Including this project, the use of RAC in the rehabilitation of the City’s arterial streets has resulted in the diversion of more than 383,000 waste tires. Reimbursement from the CalRecycle RAC grant in the amount of $42,000 is anticipated upon project completion.

Staff recommends awarding a contract to All American Asphalt in the amount of $5,945,346.20. All American Asphalt has successfully completed similar arterial construction projects in the City. The total project cost is estimated to be $6,614,881, which includes the construction contract, construction contingency, inspection, and supplemental services (soils and materials testing.)

 

Public Works Commission Action:

The Public Works Commission reviewed and approved CC-1639 on March 16, 2022.

 

 

 

Environmental Status:

The project is categorically exempt pursuant to Class 1, section 15031c of the California Environmental Quality Act.
