Statement of Issue:

On May 6, 2022 bids were opened for the Storm Water Pump Station Forebay Improvements Project (CC-1686).  City Council action is requested to award the construction contract to Tharsos, Inc., the lowest responsive and responsible bidder.

 

Financial Impact:

Funds for this project in the amount of $575,000 are budgeted within the Fiscal Year (FY) 2021-22 Capital Improvement Program (CIP).  Additional funds in the amount of $300,000 are included within the proposed FY 2022-23 CIP. 

 

The recommended action moves $770,826 from account 21188006.82500 ($575,000 - Drainage Fund) and account 31440006.82500 ($195,826 - Infrastructure Fund) for this project. 

 

Recommended Action:

B)  Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney; and,

 

C)  Authorize the Director of Public Works to execute change orders not to exceed 20% of the contract costs, or $128,471.

Analysis:

Following a facility assessment of the fifteen storm water pump stations, the Utilities Division has prioritized forebay improvements for the Adams, Atlanta, Bolsa Chica, Newland, Meredith and Slater stations.  The forebay trash racks, which screen debris from flowing into the station pumps, have deteriorated and need to be replaced at each station.  These wooden plank systems are 40+ years old and critical to maintaining the integrity of the station pumps.

In addition to the trash rack replacement, each forebay will be cleaned to remove accumulated grit, debris and trash.  Forebay access ladders at the Bolsa Chica, Meredith, and Slater stations are in poor condition and will be upgraded to 316 stainless steel.  Due to increased costs, the City has removed the sump pump replacement scope from the contract, which reduces the lowest bid price from $896,000 to $642,355.

City staff has conducted a reference check on Tharsos Inc. and has received satisfactory reviews of their past performance on similar scale projects.  Therefore, staff recommends awarding a contract to Tharsos Inc., in the amount of $642,355.  The total project cost is $770,826, which includes the construction contract of $642,355 plus a twenty-percent (20%) construction contingency.

 

Citizen’s Infrastructure Advisory Board/Public Works Commission Action:

The project was approved at the March 16, 2022 meeting of the Citizen’s Infrastructure Advisory Board/Public Works Commission by a vote 9-0-2 (Nguyen and Schlosser absent).

 

Environmental Status:

This project is categorically exempt pursuant to the California Environmental Quality Act, Section 15303.c.
