Approve and authorize execution of an agreement with the City of Westminster for the Huntington Beach Police Department’s continued use of the Westminster Firearm Training Facility

Statement of Issue:

Approval of a two-year agreement with the City of Westminster for the Huntington Beach Police Department (HBPD) to continue accessing the Westminster Firearms Training Facility located at 7351 W. Hazard in Westminster, CA.  The proposed hourly rate per this agreement is $700 for full-day use and $350 for half-day use.

 

Financial Impact:

The proposed agreement will set the daily rental rate at $700 and half-day rental rate at $350. The Fiscal Year 2022/23 Proposed Budget has allocated $50,000 for the use of this facility in account 10070303.68560.

Approve and authorize the Mayor and City Clerk to execute a two-year “Indemnification and Hold Harmless Agreement” with the City of Westminster to continue access and use of its Westminster Firearms Training Facility beginning July 1, 2022.

Analysis:

On June 1, 2020, City Council approved HBPD’s current agreement with the City of Westminster to access and conduct firearms training at the Westminster Firearms Training Facility.  Over the course of this contract, which began on July 1, 2020 and expires on June 30, 2022, the HBPD has experienced no adverse issues with the training center or its partnership with the City of Westminster.

HBPD is required to conduct periodic firearms training and qualifications.  To maintain a safe, cost-effective, and successful firearms training program, HBPD recommends the City enter into a new contract with the City of Westminster to continue conducting firearms training and qualifications at their facility.  The City of Westminster has requested the term of the contract remain at 2 years. The contract requires a general liability insurance policy, worker’s compensation coverage, and a hold harmless agreement. 

The City of Westminster Training Facility offers the ability to schedule firearms training to include the use of the firearms range, arrest and control room, classrooms and firearms cleaning room. Huntington Beach Police Officers are often required to conduct firearms training on-duty. The close proximity of this facility to Huntington Beach allows for a timely return to the city in the case of an emergency. The only other alternative for firearms training at this time is in Norco, CA.
