Statement of Issue:

The California Department of Transportation (Caltrans) developed the Clean California Local Grant Program through which approximately $296 million in funds will be awarded to local communities to improve public spaces including local streets and roads, parks, pathways, and transit centers. The City submitted a grant application for the Oak View Neighborhood Cleanup and Beautification Project to add beautification elements, trees, and art in public spaces, as well as remove litter and debris to enhance spaces for walking and recreation.  Caltrans notified the City that it has been awarded a $5 million grant, and this Council action is requesting authorization to accept those funds for the Project. 

 

Financial Impact:

Caltrans is awarding $5 million to the City for street and beautification improvements in Oak View.  Although there is no matching requirement, the City will be responsible for any costs exceeding $5 million.  As the project is being designed, every effort will be made to deliver a project targeting $5 million.  If the project costs exceed the grant amount, additional funding will need to be identified.  Council authorization to award the construction contract and appropriate funding will be requested at a later date.

Alternative Action(s):

Do not adopt the Resolution, and direct staff accordingly.

 

Analysis:

The goals of the Clean California Local Grant Program are to reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces; enhance, rehabilitate, restore, or install measures to beautify and improve public space; mitigate the urban heat island effect; enhance public health, cultural connection, and community place making by improving public spaces for walking and recreation; and advance equity for underserved communities.

The Project is consistent with the goals of this grant program.  The streetscape improvements primarily located on Oak Lane and Ash Lane will include artistic crosswalk painting, traffic striping, traffic and street signage, and roadway improvements to an alley; trees, landscaping, and irrigation; pedestrian lights, sidewalk paving, stormwater infrastructure, curb ramps, tactile warning strips, and artistic neighborhood signage to create a sense of community identity. These improvements will benefit the students and families of Oak View Elementary School, which is within the project site on Oak Lane by improving walkability and safety. The project will cleanup and beautify the neighborhood, reduce water usage, increase shade coverage, and reduce the urban heat island effect. 

Upon notice to proceed from Caltrans, the project will take six months for design and one year for construction.  The project is will be completed before June 2024.  

 

Environmental Status:

CEQA analysis will be performed once design has been finalized.
