Statement of Issue:

Each year the Orange County Transportation Authority (OCTA) offers funding opportunities aimed at reducing transportation generated pollution that can impact local waterways like Huntington Harbour, Bolsa Chica Wetlands and the ocean. This Council action requests authorization to apply for funds under the OCTA Measure M2 Environmental Cleanup Program, Tier 1 to purchase and install a Trash Trap unit manufactured by StormTrap to retrofit the Atlanta storm water pump station.

 

Financial Impact:

The City is requesting up to $500,000 from OCTA to fund the purchase and installation of a Trash Trap unit at the Atlanta storm water pump station.  The City will be responsible for 20% in local matching funds to be provided as a cash contribution. Funding for the project will be allocated from the Planned Local Drainage Fund (Fund 211) and should the City be awarded the grant from OCTA, staff will return to the City Council at a future meeting with a request for appropriation of funds.

Analysis:

The OCTA Measure M2 Environmental Cleanup Program (ECP), Tier 1 is designed to mitigate the more visible forms of pollution, such as litter and debris that collects on the roadways and in the catch basins prior to being deposited in waterways and the ocean.  The program enables eligible jurisdictions to purchase and install structural best management practices such as screens, filters, and other “street scale” low flow diversion devices.  Approximately $3 million is available during this call for projects; these funds are meant to supplement existing water quality programs. 

In an effort to comply with adopted State Trash Provisions to limit trash and debris greater than 5 mm from entering water bodies, the City is requesting to apply for grant funding up to $500,000 from OCTA to retrofit the Atlanta storm water pump station with a Trash Trap. This device is designed to separate trash and debris, sediment and oil from urban runoff and storm water. The installation of a Trash Trap unit will enable the City to reduce the amount of trash and debris reaching local recreational water bodies as well as comply with the requirements in the Trash Provisions. The pump station is located at 8151 Atlanta Avenue, and map with of the project location along with the drainage area that will be treated is attached.

The installed unit will require quarterly inspection and as-needed maintenance by Public Works Wastewater staff.
