Statement of Issue:
Submitted for City Council approval is an amendment to a professional services contract with Sierra Analytic Laboratory for Water Quality Sampling and Analysis. The amendment increases the term by one year and increases the total not-to-exceed compensation by $120,000 from $360,000 to $480,000.

Financial Impact:
Funds in the amount of $120,000 are included in the Water Fund's Water Quality Business Unit 50685802.

Alternative Action(s):
Do not approve the amendment.

Analysis:
All potable water in Huntington Beach meets or exceeds State and Federal standards. The City contracts with a State-approved laboratory to collect and analyze 40 bacteriological samples per week from the City's water production and distribution system, as-required sampling and analysis during new pipeline construction and pipeline repair activities, and for lead and copper compliance testing as required by the State Water Resources Control Board Division of Drinking Water.

The City selected Sierra Analytic Laboratory via the public bid process and executed a contract on December 17, 2018. This contract expires on December 16, 2021. Water Quality section staff have been satisfied with the performance of Sierra Analytic Laboratory and are requesting that the contract be amended to extend the term by one year and to increase the not-to-exceed amount by $12...
