Statement of Issue:
On July 13th, 2021 bids were publically opened for the Peck and Springdale Facility Improvements project. City Council action is requested to award the construction contract to Parsam Construction, Inc., the lowest responsive and responsible bidder.


Financial Impact:
Total funds for the project, including contingency and supplemental expenses, is estimated at $618,000.00. Funds for the project are available in the current fiscal year budget in the Water Master Plan Fund, Account No. 50791005.82100.


Recommended Action:

A) Accept the lowest responsive and responsible bid submitted by Parsam Construction Inc. in the amount of $515,000; and,

B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Analysis:
This project proposes to update and augment the existing system of fences and block walls that enclose the Peck and Springdale Reservoirs Site. The project will also install conduits for a future enhanced electronic security system at this site. The electronic security system is proposed to be constructed one year after the installation of the conduits. The Peck and Springdale Reservoir sites have two semi above ground reservoirs and three potable water wells. It is a critical site in providing the City with potable water.
