Utica Avenue Bicycle Boulevard Improvements from Main Street to Beach Boulevard.

Statement of Issue:

Plans and specifications for the bicycle boulevard improvements along Utica Avenue from Main Street to Beach Boulevard are in final preparation with advertising anticipated in October 2021.  Staff is seeking support to begin the public bidding process.

 

Funding Source:

The engineer’s estimate for this project is $620,000.  Grant funds in the amount of $684,280 are budgeted in the Orange County Transportation Authority (OCTA) Account No. 87390019.82700 and city matching funds in the amount of $124,970 are budgeted in the Proposition 42 Account Number 21990010.82800.

Motion to approve the project for the Utica Avenue Bicycle Boulevard Improvements from Main Street to Beach Boulevard (CC-1499) and find that the project is in general conformance with the Capital Improvement Program (CIP).

Analysis:

An application was submitted by staff for the Bicycle Corridor Improvement Program call for projects administered by OCTA.  The Bicycle Corridor Improvement Program is a federal Congestion Mitigation and Air Quality (CMAQ) funded program authorized under Moving Ahead for Progress in the 21st Century, the federal surface transportation program.  The CMAQ program provides funding through annual appropriations to Orange County to be used for transportation related projects that reduce congestion and improve air quality.  OCTA is responsible for selecting regionally significant projects for Orange County and working with the California Department of Transportation in administering the selected projects.

 

Utica Avenue, from Main Street to Beach Boulevard, was identified for opportunities to obtain grant funding for bicycle boulevard improvements.  The improvements include incorporating street features to achieve the goals of reducing motor vehicle traffic speeds to be more consistent with sharing the roadway with cyclists, creating an environment where motorists more readily recognize bicycle use of the street and accept them as “co-users”,  and to better accommodate pedestrians.  The project is identified in the City Bicycle Master Plan as a recommended bicycle boulevard facility.

 

The proposed improvements include the installation of a new traffic signal at the intersection of Utica Avenue and Lake Street, the installation of bicycle-only passageways between the back-to-back cul-de-sacs between Lake Street and Alabama Street along with enhanced bicycle signing and pavement markings.
