Statement of Issue:

The Public Works Department requires professional structural engineering and environmental consulting services to support staff for the design and regulatory approvals required to perform improvements on the existing Davenport Drive bridge over Weatherly Channel in Huntington Harbour.

 

Financial Impact:

Funds for the project are available in the Highway Bridge Replacement & Rehabilitation Account No. 96185001.82800.

Approve and authorize the Mayor and City Clerk to execute the Agreement for Professional Engineering and Environmental Consulting Services between the City of Huntington Beach and Moffatt & Nichol in the amount of $487,314.70.

Alternative Action(s):

Do not approve the agreement and direct staff to request proposals from other engineering firms for bridge design services.  The project could be delayed up to one year and may forfeit the available grant funding.

 

Analysis:

In an effort towards meeting the City’s strategic plan goal to enhance and maintain infrastructure, Public Works staff requested for and has successfully obtained federal funding through the Caltrans Highway Bridge Program to perform preventive maintenance work on the existing Davenport Drive bridge over Weatherly Channel in Huntington Harbour. 

 

As Public Works does not have the required expertise in house, proposals to provide the necessary professional engineering and environmental consulting services were requested and submitted in compliance with the provisions of Chapter 3.03 of the City’s Municipal Code, as well as Chapter 10 of the Caltrans Local Assistance Procedures Manual, due to the federal funding involved. 

 

Two proposals were received and evaluated. Staff determined Moffatt & Nichol to be the top ranked consultant using the required qualifications-based selection process.  Consequently, staff recommends approval of the 5-year term contract with Moffatt & Nichol.

 

Generally, the contract scope of work includes inspecting the bridge and analyzing the alternative methods of repair; preparing plans, specifications and cost estimates; obtaining the required environmental and regulatory permit approvals; providing construction engineering support; and providing environmental monitoring services during construction.
