STATEMENT OF ISSUE:
1. Has the appropriate level of environmental analysis been determined?
2. Does the proposed vacation of a portion of Delaware Street south of Atlanta Avenue conform to the goals and policies of the General Plan?
RECOMMENDATION:

That the Planning Commission take the following actions:
A) Find the proposed project categorically exempt from the California Environmental Quality Act (CEQA) pursuant to City Council Resolution No. 4501, Class 5, which supplements CEQA because the project is a minor easement vacation (Attachment No. 1); and
B) Adopt Resolution No. 1713, approving General Plan Conformance No. 20-003 (Attachment No. 1).

ALTERNATIVE ACTION(S):
A) Do not approve Resolution No. 1713 resulting in denial of General Plan Conformance No. 20-003
B) Continue General Plan Conformance No. 20-003 and direct staff accordingly.
PROJECT PROPOSAL:
Background:
The existing Surf City Beach Cottages mobile home park at 80 Huntington Street is adjacent to an undeveloped portion of Delaware Street along its east side (See Attachment No. 2, Exhibits "B" and "C"). Delaware Street has been reserved for public street and highway purposes via Tract Map No. 9580.
