Analysis:

Since 1992, the Huntington Beach Police Department has contracted with Waymakers (formerly known as Community Service Program, Inc. [CSP]) to manage and provide Gang Prevention and Intervention services.  The current contract expired on June 30, 2020, and a Request for Proposals was issued by the City of Huntington Beach to continue the services.  Waymakers is the only agency that submitted a bid to the City.

The Gang Prevention and Intervention Program provide direct services to high-risk youth, ages 10-18.  Referrals to this program come primarily from the Police Department after contacts with youths at risk for recruitment into local gangs.

The focus of the program is the strengthening of the family unit, which in turn is the foundation of the community.  Strong families and community mobilization are the keys to securing a safe and nurturing environment in which to live.  Thus, given the appropriate tools, concerned parents can regain control of their family and exert a positive influence against potential gang involvement and violence.  The core of the program will be direct service to high-risk youth ages 10-18.  Services are built around recognition that youth engage in acting-out behavior due to a breakdown in the effectiveness of traditional family, school, or community structures where they would normally fulfill needs for love, self-esteem, personal meaning, stability, and socialization.
