Statement of Issue:
City Council action is requested to approve a three-year contract with Waymakers for the management of the Juvenile Diversion Program. Approval of the attached contract will renew this agreement and allow payment to Waymakers for all future services provided under this contract.

Financial Impact:
Sufficient appropriations are available to fund the first year of the Waymakers contract under the proposed budget for Fiscal Year 20/21 in Business Unit 10070203.69365. Future years will be budgeted accordingly. Full payments toward the fixed-fee schedules are set forth herein: Management of the Juvenile Diversion Contract - Year 1: $108,090; Year 2: $111,730; Year 3: $115,585.

Approve and authorize the Mayor and City Clerk to execute a "Professional Services Contract Between the City of Huntington Beach and Waymakers for the Management of the Juvenile Diversion Program."

Analysis:
Since 1992, the Huntington Beach Police Department has contracted with Waymakers [formerly known as Community Service Programs, Inc. (CSP)] to manage the Juvenile Diversion Program.

The Juvenile Diversion Program provides an alternative to the traditional justice system for those who have committed less serious offenses. Referrals to the program come primarily from the Police Department after detentions or citations involving juvenile offenders.
