Statement of Issue:

The City of Newport Beach is requesting a three-year and six month contractual agreement with the City of Huntington Beach for Public Safety Helicopter Services.  The current three-year contract for Public Safety Helicopter Services expires on June 30, 2020.  Extending the term of this agreement an additional six months will align the City’s three helicopter services agreements for improved efficiencies.

 

Financial Impact:

The proposed contract would generate up to $800,000 per year in General Fund revenue for the City of Huntington Beach in exchange for Public Safety Helicopter Services for the City of Newport Beach.  During the proposed three-year and six month contract, revenues will be deposited into Business Unit 10000100, Object Code 46860.

Analysis:

On June 30, 2011, the Airborne Law Enforcement Services (ABLE), a Joint Powers Authority, was dissolved.  The City of Newport Beach was left without public safety helicopter support services.  Since then, the City of Newport Beach has contracted with the City of Huntington Beach for Public Safety Helicopter Services.  The current contract expires on June 30, 2020.

 

The City of Newport Beach is requesting another long-term, three-year contract for Public Safety Helicopter Services.  The new contract would require up to 1,000 hours per year of exclusive Public Safety Helicopter Services to the City of Newport Beach.  The hourly rate for these services would start at $800 / hour for the first year, and would be adjusted annually based on the change in the Metropolitan Consumer Price Index. 

 

The City of Huntington Beach has two similar agreements for helicopter services with the cities of Irvine and Costa Mesa.  In order to align the three contract periods for improved efficiencies, staff requested the term of the agreement with Newport Beach be extended an additional six months. The revised term of this agreement would be for the period from July 1, 2020, through December 31, 2023.  Note that the proposed contract includes a 60-day opt-out clause for either city.
