Statement of Issue:

The County of Orange requires that the City of Huntington Beach approve plans and specifications for their East Garden Grove-Wintersburg Channel project, in order for the project to be constructed within the City.  This project will improve the storm water drainage and flood control protection in the area from Warner Avenue to Goldenwest Street.

Alternative Action(s):

Do not adopt Resolution No. 2020-38, and direct staff accordingly.

 

Analysis:

The County of Orange Public Works Department, on behalf of the Orange County Flood Control District, is proposing to construct improvements to its East Garden Grove-Wintersburg Channel (Facility C05).   The project is an effort to provide 100-year flood protection and will improve the storm water drainage in the area.  The limits of the improvements to the channel are from Warner Avenue to Goldenwest Street.  The existing trapezoidal earthen channel will be improved with vertical sheet pile walls to increase the capacity and reliability of the channel.   Construction is expected to begin this summer.

 

Approval of plans and specifications for the project by the City of Huntington Beach is required under provisions of the California Public Contract Code (Section 21020.9).  The subject resolution will satisfy this requirement and allow the County of Orange to move forward with the project. 

 

As the project will utilize a design-build delivery method, the initial plans and specifications for the project will be approved by City Council, with subsequent approval for the remainder of the project delegated to the Director of Public Works or their designee, in order to expedite the continuing construction.
