Statement of Issue:
Submitted for City Council approval is a Sole Source Procurement Request for Murcal for hardware and software upgrades at the City's Flood Control and Water Pump Stations. Administrative Regulation 229 requires City Council approval for all sole source procurements over $50,000.

Financial Impact:
Funds for this purchase are budgeted in Capital Infrastructure Account 32440214.83800.

Deny the Sole Source Procurement Request with Murcal and direct staff accordingly.

Analysis:
The City operates and maintains fifteen (15) Flood Control stations for storm water control and urban runoff diversion. The City's Water Production Section also operates and maintains eight (8) water wells for potable water production. Each flood control station and water well requires a controller to automatically operate the system. The existing controls are now outdated and need to be upgraded to the most recent models.

Murcal (formerly Murphy Controls) has been the sole supplier for hardware and software for pump driver controls for the City for over forty (40) years. Using a different manufacturer would require a significant commitment of staff time to assist in the redesign of the new software, review of the sequence of operation for each facility, and installation of new hardware at the flood stations and water wells.
