Statement of Issue:

Approve and authorize the execution of a Non-Exclusive License Agreement between the City of Huntington Beach and Continuing Development Incorporated (CDI) for the use of City-owned property located at 17241 Oak Lane for the purpose of operating child development programs.

 

Financial Impact:

Continuing Development Incorporated will pay an annual fee of $1.00, for a total of $5.00.

Analysis:

On September 17, 2001, the City Council approved a Non-Exclusive License Agreement (“Agreement”) between the City of Huntington Beach (“City”) and Continuing Development Incorporated (“CDI”), allowing CDI to operate child development programs at 17241 Oak Lane (“Oak View Day Care Center”). The rent was set by the City Council at $1.00 per year for the use of the premises. In June 2009, the current Agreement was executed, which included a five-year term with the option of a five-year extension. The current Agreement is set to expire on June 15, 2019.

 

Staff is recommending a new five-year Agreement with CDI for the use of city property on Oak Lane for the Oak View Day Care Center. The new Agreement would keep the rent at $1.00 per year.

CDI’s services includes language, literacy, math, and science (cognitive development); initiative and social relations, positive self-concept, and problem solving (social development); and motor skills, health, and nutrition (physical development). CDI staff regularly evaluates the effectiveness of the curriculum while also collaborating with families, community agencies, and kindergarten teachers to ensure that children’s needs are met.

 

The Agreement allows CDI to secure funding from the State of California Department of Education for child development services for the Oak View neighborhood. CDI is responsible for funding all materials, supplies, insurance staffing, entitlements, permits, building maintenance, repairs, etc. CDI provides much-needed day care to the Oak View community, therefore, staff recommends approval of the new Agreement in order to continue these services.
