Statement of Issue:

On April 30, 2019, bids were publicly opened for the Edinger Avenue, Algonquin Street, and Delaware Street Rehabilitation project.  City Council action is requested to award the construction contract to PALP, Inc. dba Excel Paving Company, the lowest responsive and responsible bidder.

 

Financial Impact:

The total estimated project cost, including contingency and supplementals, is estimated at $3,354,000.  Funds for this portion of the Arterial Rehabilitation Capital Improvement Project are available in the current fiscal year budget in the Road Maintenance and Rehabilitation Account (RMRA)  124790002.82300 ($3,213,000) and Measure “M” Account 21390029.69365 ($141,000). 

 

Recommended Action:

A)  Accept the lowest responsive and responsible base bid submitted by PALP, Inc. dba Excel Paving Company in the amount of $2,916,192.00; and,

B)  Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Analysis:

Edinger Avenue (Bolsa Chica Street - Graham Street) will be paved with 5.5-inches of new pavement after the sub-base is pulverized and cement treated.  Algonquin Street (Warner Avenue - Heil Avenue) and Delaware Streets (Main Street - Ellis Avenue) will be paved with 4.5-inches of new pavement after removal of the failed top two-inches of pavement. All three streets will have a wearing surface course of fiber-reinforced rubberized asphalt concrete hot mix (ARHM).  Manholes, monitoring wells, survey monuments, and water valve assemblies will be adjusted to grade and traffic loops and striping will be replaced.   Improvements also include limited replacement of concrete curb, gutter, sidewalk, and access ramps where needed. The three street segments have an average PCI between 25 (very poor) to 48 (poor) and were last rehabilitated in the very early 1990’s.

 

The project is using rubberized asphalt concrete (RAC), which is a sustainable paving material  containing crumb rubber derived from 100% California waste tire rubber.  A two-inch layer of RAC uses over 2,000 waste tires per lane mile.  The project will divert more than 9,300 waste tires that would otherwise end up in a landfill.  Including this project, the use of RAC in the rehabilitation of the City’s arterial streets has resulted in the diversion of over 347,000 waste tires.

Reimbursement from the CalRecycle Rubberized Asphalt Concrete (RAC) grant in the amount of $20,000 is anticipated.

The engineer’s estimate for the project for basis of bid is $2,950,000.  Staff recommends award of the contract to Excel Paving Company.

 

Excel Paving Company has provided acceptable work in the past for the City and other local agencies.  The total project cost is estimated to be $ 3,354,000, which includes the construction contract, project management, construction contingency, and supplemental services (soils and materials testing, construction support services by outside firms, and additional engineering support).

 

Public Works Commission Action:

The Public Works Commission reviewed and approved CC-1575 on February 20, 2019, with a vote of 6 -0 -1 (Larkin-absent).

Environmental Status:

The project is categorically exempt pursuant to Class 1, Section 15301c of the California Environmental Quality Act.
