Statement of Issue:

On April 9, bids were publically opened for the Residential Overlay of Maintenance Zone 6 project.  City Council action is requested to award the construction contract to All American Asphalt, the lowest responsive and responsible bidder.

Financial Impact:

Total construction cost for the project, including contingency, is $3,315,000.  Funds are available in the current fiscal year budget in the Gas Tax account 20790056.82300 ($1,895,000), Measure M account 21390002.82300 ($200,000), Water Fund account 50685801.82300 ($170,000), and Sewer Service Fund account 51185101.82600 ($100,000). Appropriations from the following funds are being requested: $175,000 from the Gas Tax Fund (207) and $775,000 from the Measure M Fund (213). Measure M Funds were not originally budgeted as a funding source for this project.

B)  Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney; and,

 

C)  Appropriate $175,000 from the undesignated Gas Tax (207) fund balance to 20790056.82300; and,

 

D)  Appropriate $775,000 from the undesignated Measure M (213) fund balance to account 21390002.82300.

Analysis:

The City’s pavement Management Program (PMP) calculates a pavement condition for each street. The conditions are rated from 0 to 100, with 0 being the worst and 100 indicating perfect condition. As part of the PMP, a residential network was created dividing the City into 12 maintenance zones to allow the City to better coordinate maintenance activities. This project will rehabilitate 131 street segments with pavement condition ratings below 55, which is considered very poor, in Maintenance Zone 6. Maintenance Zone 6 is located in the Central Area of the City (vicinity map attached). The street segments to be overlaid will be crack sealed first. Localized 2” pavement repairs will be performed where needed. Edge grinding will be performed along all concrete curbs, gutters, and cross gutters using a milling machine before applying a final 1.5” asphalt overlay. Streets suffering from reflective cracking will have a geotextile fabric placed between the existing surface and the new 1.5” asphalt overlay to increase structural stability.  Water and Sewer Service funds will be used to make adjustments/repairs to manholes, valves and other in-street appurtenances.

Staff recommends awarding a contract to All American Asphalt in the amount of $3,012,239.00.

All American Asphalt has provided acceptable street rehabilitation construction in 2017, for the Heil Avenue (Springdale St. to Edwards St.) and Main Street (Delaware St. to Beach Blvd.) arterial rehabilitation projects.  The total project cost is estimated to be $3,315,000.00, which includes the construction contract, project management, and construction contingency.

A portion of the funding, previously allocated to this project, was diverted to complete last year’s residential overlay/slurry project, due to the unanticipated truncated Fiscal Year.  In addition, the cost of asphalt has risen by as much as 18%.  Therefore additional appropriations are being requested to compliment the available budgeted funds as shown below.
