Statement of Issue:
In 2009, the City Council began an annual strategic planning process to develop consensus on a Mission Statement, three-year goals, and corresponding Priority Strategic Objectives. The last Strategic Planning Session was held on February 13, 2018.

Financial Impact:
The total cost for the facilitation of the Strategic Planning Session is approximately $5,000 and is budgeted for in the City Manager's budget.

Analysis:
At the City Council's direction, a strategic planning process was undertaken to establish consensus on the City's core values and priority strategic objectives. This is an ongoing process and is a critical component of maintaining the City in a fiscally sustainable manner. Since 2009, at each strategic planning session, the facilitator Marilyn Snider leads the City Council in a session that reviews the City's strengths, weaknesses, and opportunities. Additionally, at this session the Chief Financial Officer provides the Council with an overview of the City's finances - both a short-term and long-term financial picture. This overview of the City's financial position, the Council can then prioritize future goals and projects. At each session, the Council, City Manager, and Department Heads meet to update the three-year goals and to come to consensus on new sixth-month strategic objectives. The process reaffirms the City's Mission and Core Values.
