Analysis:
On June 30, 2011, the Airborne Law Enforcement Services (ABLE), a Joint Powers Authority, was dissolved. The City of Costa Mesa was left without public safety helicopter support services. Since then, the City of Costa Mesa has contracted with the City of Huntington Beach for Public Safety Helicopter Services. The current contract with the City of Costa Mesa for Public Safety Helicopter Services expired on June 30, 2018.
The City of Costa Mesa requests a six-month extension on that contract. The extension of the contract would require up to 200 hours of exclusive Public Safety Helicopter Services to the City of Costa Mesa at an hourly rate of $735. The current contract includes a 60-day opt-out clause for either city that would also be extended for the six-month extension.
