Statement of Issue:
On May 15, 2018, bids were publically opened for the City-wide ADA Improvements Project. City Council action is requested to award the construction contract to Golden State Constructors, the lowest responsive and responsible bidder.

Financial Impact:
Funds in the amount of $575,000 are available from the Rehabilitation Loan Fund Account, 21580301.82800. The total estimated project cost is $575,000, which includes the construction contract, 15% contingency, supplemental expenses, construction management, and inspection.

Recommended Action:

A) Accept the lowest responsive and responsible base bid submitted by Golden State Constructors in the amount of $486,031.00; and,

B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney; and,

C) Authorize the Director of Public Works to expend up to 15% in contingency funds.

Analysis:
The Americans with Disabilities Act (ADA) statutes require the City to provide facilities and programs that are accessible to individuals with disabilities. The project consists of installing ADA curb ramps throughout the City, predominantly in Maintenance Zone 6. The project also includes improvements to the Huntington Beach Youth Shelter parking lot.

Bids were publicly opened on May 15, 2018, with the results listed on Attachment 1.
