Statement of Issue:
On August 10, 2026, the City of Huntington Beach publicly opened bids for the Huntington Harbour Dock Demolition and Replacement project (CC1896). City Council action is requested to accept the lowest responsive and responsible bid and award the construction contract to South Shore Marine Construction, Inc.
Financial Impact:
The total estimated project cost is $427,487.50, as itemized below:
Construction – Base Bid $ 388,625.00 Contingency (10%) $ 38,862.50 Total Project Cost

The available funding for this project is $400,000.00 from the Infrastructure Fund (314) in Account 31490048.82800. To fully fund the project, staff is requesting that City Council appropriate a total of $27,487.50 from the Infrastructure Fund, from Account 31440003.82000 to Account 314900048.82800.

Approve the appropriation of funds from the Infrastructure Fund, Account 31440003.82000, in the amount of $27,487.50 to Account 314900048.82800; and,
Accept the lowest responsive and responsible bid submitted by South Shore Marine Construction, Inc in the amount of $388,625.00 (Base Bid); and,
Authorize the Director of Public Works to approve construction change orders up to a 10% contingency for potential construction change orders; and,
Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.
