Statement of Issue:
If adopted, the 2026 Huntington Beach Legislative Platform will outline the City's positions on a variety of legislative priorities and guide the City's support or opposition to local, state, and federal legislation and funding opportunities.

Analysis:
The City engages in legislative advocacy at the local, state, and federal levels to protect and advance the interests of its residents and businesses. To support these efforts, staff has prepared a Legislative Platform that articulates the City's positions on key policy issues and serves as guidance for supporting or opposing legislation in a timely and strategic manner. The Legislative Platform may be amended annually to reflect City Council priorities.
The proposed 2026 Legislative Platform was recommended for approval by the Intergovernmental Relations Committee (IRC) on February 9, 2026, and includes the following priorities:
* Business and Economy
* Local Control
* Infrastructure & Mobility
* Public Safety
Staff will monitor and review legislation on which the City has taken or may take a position. Should an issue arise that requires action and is not addressed in the Legislative Platform, then the process described in the Revised Council Manual Section X- Other Council Business, Subsection F - Legislative Priorities, will take place. Section X (F)(1)(c) states "...when legislation is moving quickly...
