Revisions to the Water Quality Specialist Job Class Specification

Statement of Issue:
The Water Quality Specialist classification is assigned to the Public Works Department at the City and is represented by Huntington Beach Municipal Teamsters (HBMT). Modifications to the class specification are requested in accordance with Personnel Rule 12 regarding amendments to the City's Classification Plan.

Do not approve the updates to the job class specification and direct staff accordingly.
Analysis:
Modifications to the Water Quality Specialist job class specification are recommended to: 1) update the "Job Summary" section; 2) update the "Distinguishing Characteristics" section; 3) update the minimum experience requirement; 3) update the Backflow Prevention Device Tester Certification requirement. The requested modifications are intended to update the classification to reflect the current and consistent job requirements and present hiring standards and do not materially change the fundamental nature of the work performed.
The Public Works Department has collaborated with Human Resources on the recommended changes and HBMT has reviewed the proposed changes.
