Statement of Issue:
On January 16, 2026, bids were publicly opened for the Residential Zone 3 Overlay Maintenance Project. City Council action is requested to award the construction contract to Hardy & Harper, Inc., as the lowest responsive and responsible bidder.

Financial Impact:
The total cost of the project, including contingency and supplemental expenses, is $3,785,800. Funds are available in the current fiscal year budget in the following accounts:

B) Authorize the Director of Public Works to approve change orders up to 10% contingency in potential construction change orders; and

C) Authorize the Mayor and City Clerk to execute a construction contract with Hardy & Harper, Inc. in a form approved by the City Attorney.
