Statement of Issue:
Sewer master plans are crucial for ensuring the sustainable management of wastewater resources and meeting the needs of our community, now and in the future. A sewer master plan is a comprehensive planning document that includes assessments of our current sewer infrastructure and identifies projects that are needed for the long-term health of our sewer system.

Financial Impact:
Adoption of the Sewer Master Plan does not commit the City to fund specific projects and will not directly result in any financial impacts. Approval and adoption of the Sewer Master Plan by City Council will guide the development of the Sewer CIP during the annual budget process.

Analysis:
Staff issued a request for proposals in November 2022 and received one proposal from its list of on-call sewer engineering consultants. Three consultants declined due to lack of resources to perform the work. As such, GHD was selected as the most qualified firm and was issued a purchase order in the amount of $700,000. The scope of work included: update of the Sewer Master Plan; computerized sewer model and development; analysis of the City's sewer collection system and pump stations; wastewater flow monitoring and data collection; and development of a Capital Improvement Program (CIP) project list for needs over the next ten years.
