Statement of Issue:
The Tentative Agreement regarding a successor Memorandum of Understanding (MOU) between the City of Huntington Beach and the Huntington Beach Police Officers’ Association (HBPOA) was submitted for City Council review and consideration at the August 18, 2026, regular meeting. The proposed MOU is now presented for City Council action as the final step in the meet and confer process.
Financial Impact:
For FY 2026/27, the cost is $4,805,446; for FY 2027/28, the cost is $2,530,741; for FY 2028/29, the cost is $3,192,583. If approved, an appropriation of $2,700,000 is requested to implement during FY 2026/27. Funding for years two and three of the proposed MOU will be included in FY 2027/28 and 2028/29 budgets.

Adopt Resolution No. 2026-37, “A Resolution of the City Council of the City of Huntington Beach Approving and Implementing the Memorandum of Understanding Between the City of Huntington Beach and the Huntington Beach Police Officers’ Association (HBPOA) for July 1, 2026, through June 30, 2029; and,
Appropriate $2,700,000 from General Fund reserves to fund the FY2026/27 costs associated with the implementation of the HBPOA MOU; and,
Authorize the City Manager or designee to take all administrative and budgetary actions necessary for implementation of Resolution No. 2026-37.
