Statement of Issue:
Water master plans are crucial for ensuring the sustainable management of water resources and meeting the needs of our community, now and in the future. A water master plan is a comprehensive planning document that includes assessments of our current water supply and infrastructure, and identifies projects that are needed for the long-term health of our water system. Historically, the City performs an update to its Water Master Plan every 5-7 years, usually in advance upcoming water rate adjustment cycles.

Financial Impact:
Adoption of the Water Master Plan does not commit the City to fund specific projects and will not directly result in any financial impacts. Approval and adoption of the Water Master Plan by City Council will guide the development of the Water CIP during the annual budget process.

Analysis:
Staff issued a request for proposals in July 2021 and received three (3) proposals from its list of on-call water engineering consultants. Tetra Tech was determined to be the most qualified firm and was issued a purchase order in the amount of $282,938. The scope of work included: update of the Water Master Plan; update of the City's existing WaterCAD computer model; analysis of the City's water supply, pumping, and storage; and development of Capital Improvement Program (CIP) project list for needs over the next 20 years.
