Statement of Issue:
The City of Newport Beach (Newport) desires to partner with the City of Huntington Beach to gain exclusive access to ten beds at the Navigation Center (Center) and wrap-around social services, housing navigation, outreach, and referrals to supportive programs. Council approval is requested to

Financial Impact:
Per the terms of the proposed MOU, the City of Huntington Beach will receive up to $538,200 revenue to the General Fund in Fiscal Year 2026/27 for services provided.

Approve and authorize the Mayor and City Clerk to execute the "Memorandum of Understanding between the City of Huntington Beach and the City of Newport Beach regarding the Huntington Beach Navigation Center."

Analysis:
The City of Newport Beach (Newport) seeks to fund a partnership with the City of Huntington Beach to secure ten exclusive (reserved/set aside) beds at the Huntington Beach Navigation Center (Center), seven male beds and three female beds, and wrap-around social services, housing navigation, street outreach, and referrals to supportive programs. A full scope of services to be provided is outlined in Exhibit B to the proposed MOU (Attachment 1).
