Statement of Issue:
The City Council is asked to consider approval of a First Amendment ("Amendment") to the existing Affordable Housing Agreement ("Agreement") for a housing development located at 18750 Delaware Street ("Project"). This amendment, requested by the developer (Nash-Holland 18750 Delaware Investors, LLC), would revise the mix of bedroom types among the seventy (70) affordable units, without changing the total number of affordable units.
The Agreement, approved in November 2022, includes 346 total rental units on a 4.09-acre site. Per the City's Inclusionary Housing Ordinance and the Beach and Edinger Corridors Specific Plan (BECSP), 20% (70 units) must be reserved for lower-income households earning no more than 60% of the Area Median Income (AMI), for a period of 55 years.
The proposed Amendment updates the distribution of bedrooms across those 70 affordable units to ensure it is proportional to the market-rate unit mix, as required by City code. No other aspects of the Project would change.
