Statement of Issue:
The current Memorandum of Understanding (MOU) between the City of Huntington Beach and Fire Management Association (FMA) is effective January 1, 2024, through December 31, 2026. Although the current MOU allows for the City to report a Uniform Allowance to CalPERS, there is certain information missing from the MOU preventing CalPERS from accepting the City's report.

Financial Impact:
No additional funding is requested. Funding is included in the FY 2024-25 budget.

Do not approve the recommended action, and direct staff accordingly.

Analysis:
Article VII of the current MOU between the City and FMA outlines the agreement between the City and FMA with respect to uniforms and Unform Allowance. Per the MOU, "for each eligible employee, the City agrees to report to CalPERS the average annual cost of uniforms provided by the City as special compensation in accordance with Title 2, California Code of Regulations, Section 571(a)(5)." The City has been reporting a Uniform Allowance amount during the term of the current MOU; however, CalPERS recently notified the City that unless the MOU specifically states the dollar amount to be reported, the Allowance is not reportable as special compensation....
