Statement of Issue:

The City Council desires to amend Section IV of the revised Council Manual.

Adopt Resolution No. 2026-04, “A Resolution of the City Council of the City of Huntington Beach Adopting a Revised City Council Manual.”

Analysis:

Amendments and revisions to the City Council Manual are made by resolution. In June 2024, the City Council adopted a revised Council Manual via Resolution No. 2024-23. And in October 2024, the City Council adopted Resolution No. 2024-50 which struck Section IX (G).

 

In order to protect against potential Brown Act violations or otherwise exposing the City to liability, the proposed action provides the structure for a City Council Member to submit a presentation related to the City Council agenda. Specifically, Section IV (C) (1)(h) proposes “Any visual presentations proposed by Council Members must be provided to the City Manager by 5:00 p.m. the Thursday before the Council meeting in order to be shown during the Council meeting.”

 

Environmental Status:

Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
