Statement of Issue:
City Council approval is requested to adopt Resolution No. 2023-63 approving the application(s) for Whale Tail Grant Funds from the California Coastal Commission.

Financial Impact:
There is no fiscal impact to submit an application for the Whale Tail Grant. If awarded, the grant amount would be $50,000 with no required City match/cost share.

Alternative Action(s):

Analysis:
The Huntington Beach Fire Department has prepared an application for the 2023 Whale Tail Grant in the amount of $50,000 to support the City's Beach Ranger Coastal Education Program. The program purpose is to acquaint youth from the Oak View community with the ocean environment and help develop water skills, ocean awareness, safe beach activities, aquatic animal identification, and more. The grant budget, pending grantor approval, would include reimbursement of operating and personnel expenses to run the Program. In order to submit the grant application, staff must obtain a resolution that supports the submittal, authority to enter into an agreement with the California Coastal Commission if a grant is awarded, and designation of an authorized representative to sign the agreement.
