Approve a one-time reallocation of $250,000 of HB Recovery funds for unscheduled turf replacement at the HB Sports Complex outdoor soccer arena

Statement of Issue:
It is recommended that the City Council authorize reallocation of $250,000 from HB Recovery funds toward the unscheduled replacement of artificial turf at the HB Sports Complex outdoor soccer arena. A recent inspection determined that the arena surfacing must be replaced due to age related deterioration. Currently, those funds are budgeted for the World Skatepark Development Planning Project, which remains on hold.
Financial Impact:
If approved, $250,000 of HB Recovery Funds will be reallocated to the HB Sports Complex Outdoor Soccer Arena Improvement project. No additional appropriation is required to complete the improvements.

Analysis:
In 2006, several sections of the turf areas in the HB Sports Complex outdoor area were transitioned to artificial turf. Based on use levels within the Sports Complex, it was expected that the artificial turf would have a lifespan between 8-10 years. That original turf lasted approximately 10 years and was replaced in 2016. However, usage and programming at the arena have increased significantly over the last year under the new Sports Complex operators.
