Statement of Issue:
In April 2025, the City was awarded an Orange County Transportation Authority (OCTA) grant totaling $4,687,000 for complete streets projects. City Council action is requested to accept and approve the federal funding.

Financial Impact:
The estimated total project cost is $5.3 million. The project has been awarded $4,687,000 in federal OCTA grant funding, with the FY 2025/26 appropriation reflecting this amount. The City's local match of approximately $640,000 will be funded with a combination of AES funds, Measure M, Road Maintenance and Roads Maintenance and Rehabilitation Account sources.

Recommended Action:

A) Approve and accept the Orange County Transportation Authority (OCTA) grant for $4,687,000; and,

B) Approve the appropriation of $4,687,000 in grant award funding to the OCTA Complete Streets Projects business unit for the Magnolia Street Corridor Complete Streets project, account number 130185003; and,

C) Authorize the Public Works Director to execute necessary documents and agreements.

Analysis:
In October 2023, City staff submitted project applications through OCTA's Orange County Complete Streets Program, which is funded by the Southern California Association of Governments (SCAG) via the Surface Transportation Block Grant Program (STBG) and Congestion Mitigation and Air Quality (CMAQ) federal funds.
