Senate Bill 1100 (SB 1100) Bulk Revisions to Job Class Specifications

Statement of Issue:
To ensure compliance with Senate Bill 1100 (SB 1100), which went into effect on January 1, 2025, Human Resources staff reviewed all impacted job classification specifications and is recommending updates accordingly. SB1100 makes it unlawful employment practice for an employer to include statements about the need for a driver's license in job advertisements, postings, applications, and similar employment material, unless the employer reasonably expects driving to be one of the essential functions for the position.

After review and analysis in collaboration with each City department and the impacted bargaining units, Human Resources identified those jobs for which driving is an essential function and has proposed adding or modifying language that will be standardized across all job classification specifications. Additionally, updates are being made to adjust formatting, grammar, punctuation, or wording to be consistent across all job classification specifications.

The Human Resources Department worked collaboratively with the impacted departments and bargaining units to seek input and address any questions or concerns resulting in the creation of the proposed revised job classification specifications.

Staff requests the Personnel Commission approve the recommendation in accordance with Personnel Rule 12 regarding amendments to the City's Classification Plan.
