Approve and authorize the execution of an Agreement of Consent to License between the City of Huntington Beach, Los Angeles SMSA (Verizon), and Southern California Edison for an existing cell site at Talbert Park

Statement of Issue:
The City Council is asked to approve a Consent to License Agreement between the City, Verizon, and Southern California Edison (SCE). This document formally acknowledges that all parties have authorized the continued operation of an existing Verizon cell site at Talbert Park and confirms that its location complies with SCE's easement rights.
Financial Impact:
None. This Consent Agreement has no financial impact. All financial terms related to Verizon's use of the site were addressed in the Site License Agreement previously approved by the City Council and executed in December 2024.

Analysis:
The City owns the property at 19242 Magnolia Street (APN 153-432-32), known as Talbert Park. SCE holds an easement over the property for high-voltage transmission lines.
In 2002, the City, Verizon and SCE entered into a three-party Site License Agreement allowing Verizon to install cellular equipment on City-owned land and antennas on SCE transmission towers.
