Statement of Issue:
The Memorandum of Understanding (MOU) between the City of Huntington Beach and the Huntington Beach Police Management Association (HBPMA) expired on June 30, 2026. A Tentative Agreement on the terms of a successor MOU has been reached and is now presented pursuant to Ordinance No. 4154.
Financial Impact:
Pursuant to the terms of the Tentative Agreement with HBPMA, the total projected cost is $971,641 with an ongoing cost of $971,641.

Receive and consider the proposed Memorandum of Understanding between the City of Huntington Beach and the Huntington Beach Police Management Association for the period of July 1, 2026, to June 30, 2029, pursuant to City of Huntington Beach Ordinance No. 4154.

Analysis:
The HBPMA is a recognized employee association representing approximately 14 full-time employees. The MOU with the HBPMA expired on June 30, 2026, and a Tentative Agreement regarding the terms of a successor MOU was reached in September 2026.
Salient provisions of the Tentative Agreement between the City and HBPMA include:
Term of three years, expiring June 30, 2029
Salary adjustments on July 1 of each year of the proposed MOU term, 8%, 4%, and 5%, respectively
Annual increase to city medical contribution of $75 for single party, $150 for two-party and $200 for family coverage in 2027 and 2028
