Statement of Issue:
The City has a project-specific on-call professional services contract with Moffatt & Nichol to provide engineering and environmental consulting services for the Davenport Bridge project over the Weatherly Channel in Huntington Harbour. As the contract is nearing expiration, staff is requesting a two-year extension to continue design efforts and provide construction engineering support.

Financial Impact:
Moffat and Nichols design work is already encumbered in a purchase order in the amount of $487,314.70. The project is federally funded and does not require additional local funds for the current scope of work.

Approve and authorize the Mayor and City Clerk to execute "Amendment No. 1 to the Agreement between the City of Huntington Beach and Moffat and Nichol for On-Call Engineering and Environmental Consulting Services for the Davenport Bridge in Huntington Harbor," to extend the term by two years.

Alternative Action(s):
Do not approve the extension and pursue another consultant, which may result in the loss of previously approved federal funds.

Analysis:
The City has secured federal funding through the Caltrans Highway Bridge Program to complete preventive maintenance improvements on the Davenport Drive Bridge over the Weatherly Channel in Huntington Harbour. In February 2021, the City Council approved a contract with Moffatt & Nichol to provide design, environmental, and construction engineering support services for the project.
