Subject:
title
Approve and Authorize execution of Amendment No. 1 to Cooperative Agreement No. C-1-3236 between Orange County Transportation Authority (OCTA) and City of Huntington Beach for Senior Mobility Program (SMP)
body
Statement of Issue:
The existing initial term of the Cooperative Agreement No. C-1-3236 between the Orange County Transportation Authority (OCTA) and the City for the provision of senior mobility transportation service expired on June 30, 2026. OCTA at its sole discretion has elected to extend the term of this Agreement for an additional five (5) years, commencing July 1, 2026, and continuing through June 30, 2031.
Financial Impact:
The grant award amount varies annually based on actual Renewed Measure M (M2) funds and the City’s senior population. In FY 2026/27, the estimated grant amount is $339,214 with a corresponding estimated 20% match of $67,843. Historically, the 20% match obligation has been met through the annual Hoag Memorial Hospital Presbyterian grant award program, as well as an annual donation in support of the program from the Huntington Beach Council on Aging (HBCOA). Funds have traditionally been used to cover staff costs associated with the program.
Recommended Action:
recommendation
Approve and authorize the Mayor and City Clerk to execute Amendment No. 1 to Cooperative Agreement No. C-1-3236 between the Orange County Transportation Authority and the City of Huntington Beach for Senior Mobility Program.
end
Alternative Action(s):
Do not approve recommended action and direct staff accordingly.
Analysis:
In 1998, OCTA initiated a pilot Senior Mobility Program, which provided transit subsidies and Older Americans Act funding to allow cities to develop locally designed and operated senior transportation programs. Huntington Beach was one of six cities that participated in the pilot project.
In 2001, the OCTA Board approved a ten-year Senior Mobility Program which provided senior transportation funding to the City of Huntington Beach through June 30, 2011, for the “Surf City Seniors on the Go!” senior transportation program. This program was established to support the growing number of older adults in Orange County who need dependable, affordable, and accessible transportation. Since 2011, OCTA and the City have entered into five-year Cooperative Agreements, with the most recent agreement expiring June 30, 2026. OCTA has elected to extend the term of Cooperative Agreement C-1-3236 through June 30, 2031, and is requesting City Council approve Amendment No. 1 to Cooperative Agreement C-1-3236.
The “Surf City Seniors on the Go!” senior transportation program provides free curb-to-curb transportation services for Huntington Beach seniors 60 years of age and older to medical appointments, shopping destinations, social services, senior center, and other locations around the city, providing an average of 23,000 trips annually. Since 1998, the program has grown through successive cooperative agreements with funding sourced from Renewed Measure M (M2) funds and generous matching dollars from Hoag Memorial Hospital Presbyterian and the Huntington Beach Council on Aging (COA). In FY 2026-27, the estimated grant amount is $339,214 with a 20% match of $67,843 and has traditionally covered staff costs associated with the program.
Upon City execution, the OCTA will fully execute the amendment.
